Local government reform in Jamaica aims to refocus local authorities to providing leadership and a coordinating framework for the collective efforts of the people towards local development and to assess local service distribution modalities between central and local governments, the private sector and CSOs for more cost-effective arrangements. The institutional context in which these objectives are to be pursued is characterized by a new local governance framework populated by ‘a federated system of development committees’. Development committees are expected to work (...) in partnership with local authorities in pursuit of economic transformation of geographic spaces. Participatory development that development committees exemplify conjures up images of ownership of local [economic] development projects and an empowered citizenry that has the capacity to direct resources in their favour. Development committees represent a differentiated method of local economic governance. But the concern is: Are development committees fit for purpose? This is the fundamental question with which this research is concerned. A survey of parish development committees was conducted to determine the extent to which the organizations are giving effect to their mandate. The study is exploratory in design and relies on qualitative methodologies. The results of the study will be important for assisting the local governance reform process currently underway in Jamaica but should contribute to the discourse on the alternative approaches to managing development in developing countries. This article is a first step in a project to study the influence of the Rasāʾil Ikhwān al-Ṣafāʾ in the Ottoman world. We argue that, at least from the end of the fourteenth century until well into the second half of the sixteenth, the knowledge presented in the encyclopedic Rasāʾil was a conspicuous scholarly source for the Ottoman cultural milieu, especially at the dynastic court, and played a significant role in forming their epistemological perspective. This argument is developed with reference (...) to three universal histories: (1) in Turkish, the İskendernāme (Book of Alexander) of Taceddin İbrahim İbn Hızır Ahmedi (d. 1413) written between the last quarter of the fourteenth century and the first quarter of the fifteenth; (2) in Arabic, the Naẓm al-sulūk fī musāmarat al-mulūk (The ordering of ways for the conversation of kings) by ʿAbd al-Raḥmān al-Bisṭāmī (d. 1454), a prominent intellectual and expert in occult sciences, protégé of Sultan Murad II (r. 1421–44, 1446–51); (3) in Persian, the first volume of Shāhnāmā-yi Āl-i ʿUsmān (Book of kings of the house of ʿUsmān) by the Sufi intellectual and litterateur Fethullah Çelebi (d. 1561/62), better known by his pen-name ʿArif. The choice of these three histories enables us to mark the time period for the influence of the Rasāʾil, stretching it (in both directions) further than is accepted in present scholarship. These histories enable us also to draw attention to the proximity to the Ottoman dynasty of the cultural milieu attuned to the Rasāʾil, and highlight the relationship between history and knowledge that is central both for the texts under study here and the Rasāʾil. Haydar el-Herevî Horasan’dan Osmanlı topraklarına gelen önemli âlimlerdendir. Teftâzânî’nin şeçkin bir talebesi olan bu âlim I. Mehmed’ten büyük saygı görerek onun tarafından himaye edilmiştir. Herevî, Zemahşerî’nin el-Keşşâf’ı üzerine yazdığı şerhi büyük övgü ifadeleriyle I. Mehmed’e ithaf etmiş, ithafın yer aldığı mukaddimede hayat hikayesiyle ilgili önemli ayrıntılar vermiştir. Osmanlı topraklarında geçirdiği uzun yıllar sonra Timur’un oğlu Şahruh ile irtibat kuran Herevî, el-Keşşâf şerhi mukaddimesini tekrardan kaleme alarak aynı eseri bu sefer Şahruh’a ithaf etmiştir. Herevî’nin bu yeni patronaj ilişkisi mukaddimenin ikinci versiyonundan (...) öğrenilmektedir. İkinci versiyonda sadece ithaf kısmı değiştirilmemiş, yeni haminin kimliğiyle irtibatlı olarak muhteva da yeni- den kurgulanmıştır. İlk versiyonda bulunmayan önemli biyografik ayrıntılar ikinci versiyonda yer almaktadır. Mukaddimenin iki versiyonu Herevî biyografisinin neredeyse yegâne kaynağıdır. Bu makalede mukaddimenin ikinci versiyonu ilk defa gün yüzüne çıkarılmış ve her iki versiyonda verilen bilgiler bir araya getirilerek Herevî’nin biyografisi inşa edilmiştir. İki versiyonda herhangi bir tarih verilmemiş, sadece bazı şehirlerdeki ikamet süreleri belirtilmiştir. Biyografi inşa edilirken anlatıda oluşan boşluklar tarihi olaylardan hareketle doldurulmuş ve tarihlendirme yapılmıştır. Bahsedilen olaylar, yapılan nitelemeler ve verilen ikamet süreleri itibara alınarak Herevî’nin hayatının yaklaşık kırk yıllık bölümü tam olarak tarihlendirilmiş, Serahs’tan başlayarak sırasıyla Şîraz, Tebriz, Şirvan, Bursa, Edirne ve tekrar Horasan’a uzanan yıllara dair bütünlüklü bir tablo ortaya konulmuştur. Bu hayat hikayesi ulema-sultan ilişkileri, siyasî gelişmelerin ilim hayatına yansımaları ve hayatını ilim yolculuklarında geçiren bir âlimin zihin dünyası hakkında eşsiz bilgiler sunmaktadır. Türkiye, 2011'den itibaren geniş çapta Suriyeli mültecilere ev sahipliği yapmakta olup, 2016'dan beri de Suriyelilerin Türk öğrencilerle birlikte genel eğitim sistemine entegre olmalarına olanak sağlamaktadır. Bu durum, Türkiye'nin Suriyeli mültecilerin eğitimi konusunda özgün bir deneyime sahip olduğunu göstermektedir. Bununla birlikte, Suriyeli kız çocukları, geleneksel rolleri nedeniyle eğitim açısından dezavantajlı konumda olabilmektedirler. Buradan yola çıkarak bu çalışma Covid-19 pandemisi döneminde Suriyeli kız çocuklarının eğitim süreçlerinin öğretmenlerin, velilerin ve Suriyeli kız çocuklarının bakış açıları çerçevesinde incelemeyi problem edinmiştir. Dolayısıyla bu araştırma, Türkiye'deki Suriyeli (...) kız çocuklarının pandemi sürecindeki eğitim deneyimlerini ve ailelerinin bu süreçteki etkilerini belirleyerek, din kültürü ve ahlak bilgisi öğretmenlerinin onların sağlıklı bir eğitim alabilme sürecine katkısını değerlendirmeyi hedeflemektedir. Nitel bir desenle kurgulanan bu araştırmanın katılımcıları, 10 öğrenci, 5 veli ve 5 din kültürü ve ahlak bilgisi öğretmeninden oluşmaktadır ve çalışma grubu kartopu örnekleme yöntemi ile belirlenmiştir. Araştırma sonuçlarına göre, Suriyeli kız öğrencilerinin uzaktan eğitime erişimde ve nitelikli bir şekilde devam ettirmede bazı zorluklarla karşılaştıkları belirlenmiştir. Çalışmada elde edilen verilerin analizinde, sığınmacı kız çocuklarının karantina dönemlerindeki uzaktan eğitim süreçlerinde yaşadıkları eğitimsel zorluklar öğrenci, veli ve öğretmen perspektifinden ele alınarak, psikolojik, sosyal ve kültürel bağlamlar çerçevesinde tartışılmıştır. Bu zorluklar arasında düşük ekonomik şartlar, teknik yetersizlikler, fiziksel ortam eksiklikleri ve sosyal adaptasyon sorunları ön plana çıkmaktadır. Suriyeli mülteci kız çocukların söz konusu dönemde eğitim açısından düşük ekonomik şartlar; tablet, bilgisayar vb. teknolojik cihazların bulunmaması, internet erişiminin olmaması gibi teknik yetersizlikler; çevrimiçi eğitimin sağlıklı yürütülmesini engelleyen çalışma veya ders odası olmaması veya ev ortamının eğitime uygun hale getirilememesi gibi fiziksel ortam yetersizlikleri; yalnızlaşma, arkadaşlara özlem ve dışarıda oyun oynayamama gibi psikolojik ve aile içi rollerin değişimi, dış dünyada ile fiziki yönden etkileşimsizlik gibi sosyal sorunlarla karşı karşıya kaldıkları tespit edilmiştir. Diğer taraftan Suriyeli kız öğrenciler ve onların velileri bu tür sorunların çözümünde genellikle din kültürü ve ahlak bilgisi dersi öğretmenleriyle iletişime geçtikleri görülmüştür. Çalışmayı benzer çalışmalardan farklılaştıran önemli bir bulgu ise, Suriyeli mülteci kız öğrenciler katıldıkları uzaktan ve yüzyüze eğitim sürelerinin sonucu olarak Türkiye’deki kültüre ve yaşam biçimine uyum sağlamaya başladıkları hususudur. Öğrenci ve öğretmenlerin görüşlerine göre Suriyeli mülteci kız ve erkek öğrenciler ebeynlerinden farklı olarak sosyal yapı ile daha uyumlu yaşayabilir hale gelmişlerdir. Sonuç olarak din eğitimi ve din kültürü ve ahlak bilgisi dersi öğretmeninin, Suriyeli mülteci kız öğrencilerin eğitimlerini destekleyici yeni roller üstlendiği söylenebilir. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:AN EARLY ACCOUNT OF DAVID HUME In New Letters of David Hume, Professor Klibansky and Mossner lamented the "dearth of information on Hume's early development". Though some new facts and documents have emerged since 1954, the early period of Hume's life, to 1740, remains the most obscure. The account of Hume in 1740 presented below adds nothing to our knowledge of the evolution of Hume's philosophy, but it does (...) give us an interesting picture of the young philosopher in society, and it suggests that those traits of character which later earned him the title of "le bon David" were already in evidence. The sketch below stresses, as many of his friends and adversaries were later to do, the divergence between the detached scepticism of his writings and his amiable engagement in the social life of a company. And if we take seriously the report that Hume was left in charge of the domestic "oeconomy" in the family he was visiting at Richmond, we might see this as foreshadowing his solicitude over, and constant interest in, the management of his own household and financial affairs in later years. The account printed here is an extract from a letter by William Mure of Caldwell to his sister Agnes, 2 dated "Richmond June 5th 1740". Mure has long been recognized as one of Hume's most intimate friends: Hume himself summed up the relationship when he wrote, on Mure' s death in 1776, "The Baron was among the oldest and best Friends I had 3 in the World." The document published here constitutes the earliest concrete evidence of their friendship yet recovered, ante-dating Hume's first published letter to Mure by more than two years. It appears that the two men were spending the summer of 17 40 in or near London, and possibly both staying at the house of some mutual friend. Mure had at this time just finished his study of law at Edinburgh University, and would probably have been vacationing in 79 London eri route to Leyden, where he was to complete his legal training. Hume may have been in the capital preparing to see Book III of his A Treatise of Human Nature, "Of Morals", through the press: it was published in November 1740. This, and the first two books of the Treatise, which had been published in 1739, were presumably the writings which he discussed with the company at Richmond. _Expanding Hermeneutics _examines the development of interpretation theory, emphasizing how science in practice involves and implicates interpretive processes. Ihde argues that the sciences have developed a sophisticated visual hermeneutics that produces evidence by means of imaging, visual displays, and visualizations. From this vantage point, Ihde demonstrates how interpretation is built into technologies and instruments.

This paper provides equational semantics for Dung's argumentation networks. The network nodes get numerical values in [0,1], and are supposed to satisfy certain equations. The solutions to these equations correspond to the ?extensions? of the network. This approach is very general and includes the Caminada labelling as a special case, as well as many other so-called network extensions, support systems, higher level attacks, Boolean networks, dependence on time, and much more. Prior studies provide consistent evidence of deficits for psychopaths in processing verbal emotional material but are inconsistent regarding nonverbal emotional material. To examine whether psychopaths exhibit general versus specific deficits in nonverbal emotional processing, 34 psychopaths and 33 nonpsychopaths identified with Hare's (R. D. Hare, 1991) Psychopathy Checklist-Revised were asked to complete a facial affect recognition test. Slides of prototypic facial expressions were presented. Three hypotheses regarding hemispheric lateralization anomalies in psychopaths were also tested (right-hemisphere dysfunction, reduced lateralization, and reversed (...) lateralization). Psychopaths were less accurate than nonpsychopaths at classifying facial affect under conditions promoting reliance on right-hemisphere resources and displayed a specific deficit in classifying disgust. These findings demonstrate that psychopaths exhibit specific deficits in nonverbal emotional processing. (shrink)

Perforation or gap formation in a vegetation is a major process in landscape transformation. The occurrence of gaps profoundly alters the microclimatical conditions in a vegetation. A method is proposed to quantify perforation by using the three main 2-D characteristics of the gaps: area, number and boundary length. New measures are developed by normalizing the observed values to the reference status of minimum and maximum perforation. As minimum perforation status, the presence of one single gap with area equal to the (...) map resolution is assumed. The new measures are combined using a 3-D Euclidean distance to visualize the process and to detect changes. The method is exemplified using a field case of gaps in a tropical terra firme rainforest at Tiputini, Ecuador. (shrink)

In this paper we suggest adding to predicate modal and temporal logic a locality predicate W which gives names to worlds (or time points). We also study an equal time predicate D(x, y)which states that two time points are at the same distance from the root. We provide the systems studied with complete axiomatizations and illustrate the expressive power gained for modal logic by simulating other logics. The completeness proofs rely on the fairly intuitive notion of a configuration in order (...) to use a proof technique similar to a Henkin completion mixed with a tableau construction. Among the outliers, one counts orthomodular lattices and other varieties of quantum algebras. We suggest a common framework—pointed left-residuated \-groupoids—where residuated structures and quantum structures can all be accommodated. We investigate the lattice of subvarieties of pointed left-residuated \-groupoids, their ideals, and develop a theory of left nuclei. Finally, we extend some (...) parts of the theory of join-completions of residuated \-groupoids to the left-residuated case, giving a new proof of MacLaren’s theorem for orthomodular lattices.
